Genuine Grading for Real

A mere suggestion: There must be no false marking. And no negative marking is necessary. In the case of somebody not up to snuff, then any examiner should simply state; "Not examined.' The (five) categories of 'mark' given might look something like this. This gives a hint of what I am looking for:-

Adequate one point
Plateau two points
Promising three points
Partially Competent four points
Full Competent. five points. This is an outstanding result. Excellent will demand great respect.
